Stephen Kibirango is teacher by profession. He worked as a Headmaster for over 10 years and later as a Project Administrator for one of the Christian Organizations in Uganda.  He was saved in the year 1986 and after 5 years later, he was commissioned as one of the elders in Lugazi Pentecostal Church. In the year 1999, the Lord called him to launch out and establish a healing center in Mukono, a town 20 kilometers from the Capital of Kampala. True Vine Ministries International was therefore birthed and commissioned in 1999. Starting with a small congregation of 10 people, Stephen believed God for the vision that God had given him. One year later, one of the ladies in Church passed way leaving behind 4 children (total orphans) for the church to take care of. Stephen and his wife Jessica adopted the 4 orphans and took them up in their own home and they have been caring for them ever since then. Due to the growing number of orphans and needy children, Stephen found it necessary to build an orphanage since his house could not accommodate many children. Today, he lives with more than 20 children in his home but many have been brought from different parts of the country and they have the opportunity to study and find love and hope from the loving arms of the team in the school and orphanage.

To sustain the orphanage, the school, the church and other ministry activities, Stephen and the entire leadership of TVCMI started True Vine Farm projects. These include poultry farms, coffee farms, banana farms and other crops that are grown extensively on large scale to generate income for the ministry and improve the livelihoods of the poor in the community.

Today Pastor Stephen, is the overseer of the True Vine Churches, Victors Junior Christian school (with an enrolment of about 1000 pupils), True Vine Farms (Coffee and banana plantations) as well as the Child Sponsorship program (with children from all over the country including the war torn Northern Uganda and other parts of the country that have been greatly affected by the HIV pandemic). Obeying the great commission, he travels around the world and has been to many nations spreading the good news gospel of Jesus Christ. He is one of the most acclaimed gospel preachers in Uganda and he works closely with the National Fellowship for Born Again Churches. He is a motivational speaker who has ministered to hearts of many Youths in Uganda through different platforms including the annual Youth GLOVIMO (Glory for Virginity Movement) Camps. He has also counseled and taught many Pastors in Uganda and Kenya through his humble heart. His passion is to minister Jesus and bring many to the salvation power of the cross. He believes in ministering to the spiritual needs of the hurting as well as the physical needs through the provision of healthcare, water and sanitation as well as food and education.

Pastor Stephen resides in Mukono-Uganda with his lovely wife Jessica and their Children.
